About the course

The Executive Master of Public Administration (EMPA) is a multidisciplinary program for current and emerging public-sector leaders. Developed with public sector CEOs across Australia and New Zealand, it combines public administration theory with practical management and policy capability. The degree is delivered in person and brings together a cohort of high-potential public servants with expert teachers and practitioners from participating institutions.

What you might learn

Students develop advanced public-sector leadership, management and policy skills for complex operating environments. The program builds capability in designing and delivering public policies and programs, governing and decision-making, managing public organisations, and leading change. Learning is grounded in contemporary public administration practice and encourages critical thinking, evidence-informed judgement and applied problem-solving through core subjects and work-based study.

Career outcome

Graduates are prepared for leadership and senior management roles across government and the wider public sector. Career pathways commonly include policy and program leadership, public sector management, strategic advisory roles, governance and regulatory work, and public financial management. The program supports progression for high-potential public servants into executive responsibilities that require strong decision-making, stakeholder engagement and organisational change capability.

Entry requirements

Applicants must hold a Bachelor degree (or international equivalent) with a minimum GPA of 5.0 out of 7. Applicants must also meet ANU English language requirements and any program-specific requirements. Admission is competitive, so meeting the minimum requirements does not guarantee an offer. Ranking may consider GPA calculations across different parts of prior study and, if required, higher English proficiency.
